Solers awarded NOAA contract
August 30, 2010 – Solers was awarded a contract from the National Oceanic and Atmospheric Administration (NOAA) for development of the Environmental Satellite Processing and Distribution System (ESPDS) which initially consists of two Work Assignments and an overall Enterprise task. The ESPDS is an effort run by NOAA’s National Environmental Satellite, Data, and Information Service (NESDIS) division to provide enhanced system development and integration support for the Office of Satellite Data Processing and Distribution (OSDPD). This effort encompasses both legacy as well as next generation satellite missions such as the Geostationary Operational Environmental Satellite-R (GOES-R) Series and NOAA’s next polar-orbiting satellite series. The support will also cover the areas of IT Security, communications, enterprise data access and distribution, system tool development, and migration of the current OSDPD collection of individual product systems to an enterprise architecture. Solers won this effort in an open competition under the GSA Alliant Small Business Indefinite Duration/Indefinite Quantity (ID/IQ) contract vehicle. As awarded, ESPDS will generate approximately $40 million in revenue for Solers over 7.5 years with the potential to add additional work assignments as requested by the customer. Solers’ team members include Lockheed Martin, Arctic Slope Research Corporation (ASRC), Innovim, I.M. Systems Group (IMSG), and SM Resources Corporation (SMRC).
Air Force Awards Solers Contract for C2IS
October 22, 2009 – the Electronic Systems Center Air Force Material Command has awarded Solers a new delivery order contract through ENCORE II to support the Command and Control Information Services (C2IS) Risk Reduction Effort (RRE). For this effort, Solers has established a fully integrated team with General Dynamics and Artel to evaluate data storage and data management technologies and identify an extensible architecture for sharing and managing data within the Air and Space Operations Center Weapon System (AOC WS) infrastructure. C2IS is intended to be a virtually integrated database of air operations data that is accessible through Web Services with minimal degradation in Disconnected, Interrupted, and Low-bandwidth (DIL) operations. In addition, C2IS will be the data-services component of the Command and Control Air and Space Operations Suite (C2AOS).
Solers Awarded Web Services Notification Contract
June 10, 2009 – The Defense Information Systems Agency (DISA) has awarded Solers a prime contract to provide Web Services Notification Technical and Engineering Support for DISA’s Chief Technology Office (CTO). For this effort Solers will refine, test, and administer the Joint User Messaging (JUM) capability for the Advanced Concept Office (ACO) and operationalize JUM at select DISA Enterprise Computing Centers (DECCs). JUM provides a SOA infrastructure with machine-to-machine messaging for the enterprise and a capability to send messages based on templates created or customized by end users. The underlying messaging service is based on a commercial product from Seros called the Information Distribution Service (IDS). Solers will work with the National Senior Leadership Decision Support System (NSLDSS) initiative, Global Force Management, and other applications to use and integrate the JUM capability.
GSA Awards Alliant SB Contract to Solers
February 4, 2009 – The General Services Administration (GSA) has awarded Solers a prime contract for Alliant Small Business (Alliant SB), a competitive multiple award IDIQ set-aside small business contract. Sixty-two small businesses were selected for this 10 year, $15 billion contract to provide all departments and agencies of the U.S. federal government with management and technical support services for complex IT solutions. Through the Alliant SB contract Solers will support all aspects of integrated IT solutions including service access and discovery, service platform and infrastructure, component framework, service interface and integration, process automation, digital asset services, business analytical services, back office services, controls and oversight, risk management and mitigation, IT security, and system and network controls.
Navy Awards SeaPort-e Contract to Team Solers
June 13, 2008 – The Navy has awarded Solers a prime contract for SeaPort Enhanced (SeaPort-e). This IDIQ Contract includes all aspects of engineering, technical, programmatic, and professional support services for the Navy Virtual Systems Command (Naval Air Systems Command, Naval Sea Systems Command, Naval Supply Systems Command, and Space and Naval Warfare Systems Command), its related Program Executive Offices (PEOs) and field affiliates. Through the SeaPort-e contract Solers and its teammates will provide support services for an array of efforts including research & development, prototyping, modeling & simulation, system design, software engineering, system safety, information systems, test and evaluation acquisition logistics, program management, and public affairs.
DISA Awards ENCORE II Contract to Team Solers
April 24, 2008 – The Defense Information Systems Agency (DISA) has awarded Solers a new small business contract for ENCORE II. This IDIQ contract is intended for use by Combatant Commands and their subordinate components, the military services, Defense agencies, Office of the Secretary of Defense (OSD) and other Federal agencies to acquire net-centric solutions in areas such as Command and Control (C2), Intelligence and Mission Support Areas and all elements of the Global Information Grid (GIG). Through the ENCORE II contract, Team Solers will provide the government a full range of innovative information technology services and products including: enterprise IT policy and planning, integrated solutions management, performance benchmarking, business process reengineering, requirement analysis, market research and prototyping, information and knowledge engineering, software application development, product integration, test and evaluation, asset management, communications engineering, security engineering certification and accreditation, telecommunications support, computer-telephony integration, web services, hardware and equipment, and managed services.
Solers Earns CMMI Level 3 Rating
August 23, 2007 – Solers has attained a Capability Maturity Model Integration (CMMI) Maturity Level 3 rating for Systems and Software Engineering. This achievement, rare for a company of Solers' size, demonstrates a significant commitment to excellence in product development and process improvement. CMMI is a framework of industry best practices for improving the management, development, and maintenance of products and services. CMMI was developed by the Carnegie Mellon Software Engineering Institute (SEI), a federally funded research and development center. Benefits of using the CMMI include reduced cost and higher productivity, quality and customer satisfaction. CMMI is recognized as the standard of excellence in government and industry, and the U.S Department of Defense (DoD) recognizes CMMI ratings to be predictive of organizational performance. Solers’ rating resulted from a rigorous assessment by the Systems and Software Consortium, Inc. (SSCI) using the Standard CMMI Appraisal Method for Process Improvement. Maturity Level 3 confirms compliance in 18 process areas spanning management, engineering, and support activities.
DISA Awards Solers Contract for NCES CD&D Services
June 18, 2007 – The Defense Information Systems Agency (DISA) has awarded Solers a new contract to support the Net-Centric Enterprise Service (NCES) Content Discovery and Delivery (CD&D) program. As the prime contractor, Solers will provide architecture, design, coding, testing, deployment, and help desk support to the NCES Program Management Office (PMO) to operate, sustain, maintain, and improve the NCES CD&D services, which include content discovery, content delivery, content staging, and messaging. Solers will implement the specifications, standards, and practices necessary to enable CD&D services in a secure and interoperable net-centric environment. With origins in the Information Dissemination Management (IDM) and Content Staging (CS) programs, the NCES CD&D capabilities were matured as part of the NCES Early Capabilities Baseline (ECB) and will be available until Managed Service Providers are established during FY 2008.
Solers to Lead SPAWAR Maritime Domain Awareness Pilot Support Team
March 30, 2007 – The U.S. Navy Space and Naval Warfare Systems Center (SPAWARSYSCEN) San Diego has selected Solers and FGM, Inc. to provide software architecture, engineering, and development support for the Maritime Domain Awareness (MDA) Data Sharing Community of Interest (MDA DS COI) Spiral 2 Pilot. Building upon the success of Spiral 1, Solers will lead the Pilot Support Team to develop value added web services, incorporate new data sources to compliment Automated Identification System (AIS) data, and support emerging MDA data producers and consumers. The new Spiral 2 services include a Data Augmentation Service (DAS) for the automatic enhancement of AIS sensor data, an Historical Archive Service (HAS) with searchable vessel information, and an Anomaly Detection Service (ADS) to demonstrate an analysis service for determining unusual behavior that may warrant additional investigation. Solers successfully completed MDA DS COI Spiral 1, which implemented a SOA architecture, incorporated Network Centric Enterprise Services (NCES) services, and demonstrated the creation and tracking of AIS data including Maritime Mobile Service Identity (MMSI) number, International Maritime Organization number, position, course, speed, and bearing.
Solers on Winning Team for Defense Knowledge Online
March 13, 2007 – The U.S. Army has awarded the Northrop Grumman team a $267 million task order to develop the Defense Knowledge Online (DKO) portal. The portal consolidates several military-service portals into one entry point and provides users with relevant information and applications through a secure service-oriented framework. The project will provide engineering and systems support to introduce new technologies and expand the DKO enterprise solution to potentially 8 million users across the entire federal government. As a Northrop Grumman teammate, Solers will provide services and solutions for the conversion, operations and maintenance of DKO into the DISA Net-Centric Enterprise Services (NCES) Service Oriented Architecture Foundation (SOAF) and Content Discovery and Delivery (CD&D) product lines.
Solers Awarded DARPA Contract
January 17, 2007 - Solers has been chosen by the Defense Advanced Research Projects Agency (DARPA) as one of the four prime contractors awarded the Strategic Technology Office (STO) Scientific Engineering Technical Administrative (SETA) contract. Through this five year contract, the Solers team will provide technical, programmatic, financial, procurement, and administrative support for existing and future DARPA/STO programs that focus on technologies with a global or theater-wide impact and involving multiple services.
